What this index covers, and what it misses
Every number on this page is counted from the index itself when you load it. If the balance gets worse, this page says so without anyone editing it.
Where the publications come from
By the region the institution sits in, not what the work is about.
North America and Western Europe are 79% of this index. That is not what “the world's policy institutions” should look like, and we are not going to pretend otherwise while we work on it.
Which institutions dominate it
The ten largest contributors account for 68% of everything here, out of 753 institutions. That is a sampling artefact rather than an editorial choice: an institution with a deep sitemap gets read far more completely than one publishing a ten-item feed, and deep sitemaps correlate with being large, Western and well-funded.

Gaps we know about
Feeds and sitemaps are a Western web convention. Several major Chinese, Russian and Asian institutions publish regularly and offer neither, so a crawler that reads only those is Atlantic by construction. We read listing pages as a last resort to reach them, which is slower and more fragile.
Some sites cannot be reached from here at all. A handful of Chinese institutes time out or refuse our requests outright. We do not work around a refusal; we ask instead, and record the absence.
This version is English only. Where an institution runs an English edition we read that, because it is the voice they publish for an international reader. Where they do not, they are missing, and that under-represents exactly the places already thinnest here.
